According to the official website, there are two situations. If you purchased the software before 2015 and after 2015, as shown below:
Purchased in 2016
If you purchased Duplicate Cleaner Pro 3 in 2016 you should have been sent a new license key for version 4. Please check your spam/junk folder if you didn't receive it - it was sent May 6th.
Purchased 2012-2015
Earlier purchasers of Duplicate Cleaner Pro 3 can get a discounted upgrade price of between 30%-60% off. You will have been sent a voucher on May 10th - please check your spam/junk folder if you didn't receive it.
